DESCRIPTION:

Provides top level technical expertise in one or more highly specialized areas of applications systems analysis and programming. Provides technical leadership on complex projects. Formulates/defines system scope and objectives for enterprise-wide computerized business solutions. Uses an advanced application of concepts and techniques with a high degree of system and problem complexity. Helps to coordinate projects, schedules and development initiatives within and across teams.

Duties and Responsibilities:

Essential Functions:
Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results.
Provides technical leadership on complex projects.
Designs, codes, tests and debugs complex computer systems.
Interacts with project managers, application teams, customers and vendors through all phases of installation of departmental and enterprise-wide systems.
Has full technical knowledge of all phases of application systems analysis and design.
Acts as a mentor to Systems Analysts and provides input to their evaluations.
Assists management with decisions regarding departmental technical direction.
Coordinates and contributes to strategic projects and to the overall technical architecture.
Coordinates projects across teams.
Coordinates research projects into new and leading-edge technologies.
Produces documentation relative to the coordination of projects.

Common Expectations:
Maintains established policies and procedures, objectives, quality assessment and safety standards.
Enhances professional growth and development through participation in educational programs, current literature, in-service meetings, and workshops.
Provides outstanding service to all customers; fosters teamwork; and practices fiscal responsibility through improvement and innovation.
Assumes on-call responsibilities off hours as part of a regular rotation.

Qualifications

Minimum Education:

Possess top level technical skills & knowledge in application systems analysis & programming.
