Job Description:

The State of Wisconsin, State Transforming Agency Resources (STAR) Program Office is seeking an experienced Supplier Contract Management Implementation Consultant to join our team. The primary responsibility of this role is to facilitate the successful implementation of PeopleSoft 9.2 delivered Supplier Contract Management (SCM) module to streamline State of WI contract management processes. The ideal candidate will possess a deep understanding of public procurement processes, contract management, and the Procure to Pay suite of modules within the PeopleSoft Financials and Supply Chain Management (FSCM) system.

In conjunction with the SCM Project Manager, the candidate will serve as the lead system analyst and provide the necessary technical expertise to lead and support the end-to-end implementation of the SCM module, from project initiation to post-deployment review. The ideal candidate will follow a customer-centric approach to understanding and meeting the needs of internal and external stakeholders with an ability to adapt to changes and evolving project requirements, should they encounter any unexpected challenges. The successful candidate must be able to successfully configure and deploy the selected functionality of the SCM module and integrations within the Procure to Pay suite of modules and will be required to lead, conduct, or participate in all of the following tasks:

Responsibilities:
- Lead all aspects of Supplier Contract Management module implementation.
- Configure SCM module, including contract templates and workflows.
- Plan and execute data migration from legacy systems.
- Develop training materials and conduct user training.
- Facilitate User Acceptance Testing (UAT) and issue resolution.
- Maintain detailed documentation of configurations and processes.
- Communicate effectively with stakeholders and provide project updates.
- Provide post-deployment training and support.

Required Skills/Experience:
- Strong understanding of the delivered SCM module and demonstrated ability to implement SCM without any additional bolt-ons or customizations required.

- Proficiency in functional design best practices.

- Ability to provide clear and thorough direction to others.

- Knowledge of the activities, tasks, practices, and deliverables for assessing and documenting business opportunities; ability to assess the benefits, risks, and success factors of potential applications.

- Knowledge of methods and techniques to gather, analyze and record required business functionality and non-functionality requirements; ability to analyze these requirements to ensure the success of a system or software development project.

- Knowledge of the activities, tasks, deliverables, and techniques for documenting current business processes; ability to identify problems, opportunities, and processes to successfully realize improvement.

- Knowledge of the technical language and writing approach, and the ability to write paper-based and on-line technical reference documentation (guidelines, standards, procedures, processes, applications, etc.).

- Knowledge of the activities, tasks, and deliverables to conduct and validate system integration testing, user acceptance testing, and end-user training specific to the Supplier Contract Management module.

- Knowledge of and ability to manage work activities, processes, and progress within a system to improve organizational efficiency and effectiveness.

- Exceptional technical skills and abilities that demonstrate a strong understanding of SCM and ability to perform all required tasks as outlined in the position description.

- Solid understanding of the underlying data structures and database tables within the Supplier Contract Management module and other Procure to Pay modules impacted by SCM such as eProcurement, Purchasing, Accounts Payable, Strategic Sourcing, eSupplier, and Commitment Control.

- Ability to perform data conversions, including extraction, transformation, and loading along with a familiarity of Excel-to-Cl and a strong understanding of the PeopleTools architecture.

- Strong skills in writing SQL statements and creating and managing queries in PeopleSoft Query Manager.

- Nice-to-have: 7 years of user training and support experience, Fluid UI familiarity, presentation skills.
